Job Description

The Salvation Army, an internationally recognized non-profit, faith based organization, has a job opening for a Senior Manager of Shelter and Housing - Dallas County at Carr P. Collins Social Service Center, located in Dallas, TX.

Job Summary:
Assists with providing direct oversight of multiple social service programs at various locations, ensuring programmatic accountability and fiscal stability; recruits, trains, and supervises program managers; provides staff training and development; plans, develops, and implements program policies and procedures; manages program grants and contacts; develops management information; and ensures compliance with Salvation Army policies and grant, contract and licensure requirements.

Supervisory Responsibilities (30%)
Supervises multiple locations social service program managers; plans program staffing levels; recruits, trains, and leads program managers; designs and instructs employees in proper methods and procedures; conducts performance evaluations and provides salary and hiring/firing recommendations.

Administers and monitors multiple locations social service programs on a day-to-day basis; facilitates leadership and management meetings with program managers and senior staff on a weekly basis; provides instruction and guidance on action to be taken, policies to be initiated and procedures to be followed.

Program Development, Management, and Evaluation Responsibilities (30%)
Plans, develops, and coordinates implementation social service programs at various locations; develops program curriculum; conducts random audits of program operations and records in order to evaluate program compliance of all programs with professional standards.

Assures that appropriate protocols for continuous improvement are established in social services and monitors ongoing compliance with quality assurance standards for social services programs and activities.

Plans, oversees, and collaborates on the planning for new program initiatives and oversees and collaborates the efforts to obtain new funding and assure the continuation of on-going funding.

Responsible for overseeing multiple locations social service programs and activities, insures programmatic accountability and fiscal stability.

In consultation with the Director of Adult & Family Services, plans and develops social service program initiatives and establishes target outcomes.

Designs management information reports to support tracking program performance

Monitors quality of care and attainment of target outcomes by reviewing performance related management information; makes improvements to programs as needed to increase program effectiveness.

Meets with Director of Adult & Family Services and other managers regarding program issues that need to be addressed; visits with staff regarding concerns and program changes.

In consultation with the Director of Adult & Family Services, plans and develops shelter and housing service program initiatives and establishes target outcomes.

Budgetary and Financial Management Responsibilities (15%)
Researches and prepares grant proposals; monitors program funds and expenditures ensuring compliance with program budget; monitors grant restrictions and ensures that program operations are in compliance; prepares, updates and submits grants through proper agency channels in a timely manner.

Prepares statistical, performance, and other routine reports on a regular basis; meets deadlines as required by grantors and The Salvation Army.

Assists with the preparation of specific program budgets, with input from program managers.

Prepares and submits reports required by grants and other agencies; completes periodic renewals of grants and contracts.

Liaison Responsibilities (15%)
Serves as a staff representative to multiple Advisory Boards and/or its committees.

Serves as a staff representative for The Salvation Army Social Service Center, at the direction of the Director of Adult & Family Services, as a member and participant in a variety of coalitions, consortiums, organizations and network groups; interprets The

Salvation Army and all of its social services programs to these groups and to the public.

Networks with community members; confers with community leaders by phone and in written correspondence; coordinates community resources; represents The Salvation Army in a professional manner.

Develops and manages a comprehensive outreach/ working relationship with stakeholders including other social service providers, elected officials, business people and neighborhood residents.

Provides program-oriented workshops and trainings for participants in the community.

Maintains awareness of changes in market and community processes that can impact social services; bring forward prospective recommendations to deal with expected changes.

Compliance Responsibilities (10%)
Plans, develops and implements program policies and procedures; conducts internal audits and monitors program reports for compliance.

Monitors contract and grant requirements and ensures that program operations are in compliance.

Ensures accuracy of program and client data by monitoring and evaluating databases.

Maintains awareness of local, state and federal regulations governing operations and ensures compliance.

Ensures that client information is kept confidential.

Other Responsibilities:
Works with clients to hear concerns and complaints as needed.

Conducts staff and client meetings and oversees group activities with clients as needed.

Performs other duties as assigned.

Knowledge, Skills and Abilities:
Knowledge of shelter and housing program operations and ability to develop, implement, and monitor policies and procedures.
Skill in writing and presenting grant applications, and ability to administer grants.
Ability to supervise, motivate, train, monitor and evaluate employees.
Ability to prepare and maintain statistics and reports in an accurate, complete and timely manner.
Ability to prepare and administer budgets and manage revenue and expenses accordingly.
Ability to present a positive and professional image of The Salvation Army.

MINIMUM QUALIFICATIONS REQUIRED: Education and Experience:
Bachelors degree from an accredited college or university in Social Services, Psychology, or similar field, with a masters degree in the same preferred,

And

Five years progressively responsible experience working with a relevant population (homeless, chemically dependent, mentally ill), with at least three years in a supervisory capacity,

Certifications:
Valid state driver’s license
LCSW, LPC, or equivalent (preferred)

Physical Requirements:
Ability to meet attendance requirements.
Ability to read, write and communicate the English language effectively.
Ability to perform mathematical calculations.
Ability and willingness to conduct all duties in accordance with the ministry of the organization and its Christian principles; conducts all communications and job duties with the highest level of professionalism.
Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking.
Limited amount of physical effort required associated with walking, standing, lifting, and carrying light objects (less than 25 lbs.) frequently.
