Scope of Work:

The Human Resources Generalist performs a wide variety of duties in a multi-tasking environment that supports and enables the Divisional Director of Human Resources to meet and accomplish the expectations and requirements of his/her position.

Assignments are performed with some independence but in conformance with established office polices and guidelines. The position requires use of diplomacy and good judgment while dealing with highly confidential and sensitive information. Therefore, the ability to perform duties and conduct oneself professionally is most important.

Education and Experience:

Required: SHRM-CP or aPHR, (current) with at least two years of leading a workplace in Human Resources management.

Acceptable: (1) HR Management Certificate from an accredited learning institution and four years in Human Resources, (2) a bachelor degree with significant coursework in Human Resources management and two years of Human Resources, or (3) any combination of education and experience which provides the individual with the knowledge, skills, and abilities required to perform the job.

Prior experience working for The Salvation Army in a related capacity is preferred.

Knowledge, Skill, Ability:

Use PC effectively and efficiently in the work environment. Software used – Outlook, PowerPoint, Teams, Word, Excel, Adobe Acrobat Pro, UKG, Salvation Army proprietary programs.

Standard office machines – fax/copier/scanner, multi-line telephone, keyboard (key 40 wpm with minimal error).

Make presentations to large and small groups and to individuals.

Standard office and business practices and procedures to read, write, calculate figures, and speak the English language to express ideas and communicate effectively.

Interact with individuals using generally accepted business behaviors and standards. Use interpersonal skills to deal effectively with others in favorable and unfavorable situations.

Train, plan, and direct the work of others (on a temporary basis).

Organize, prioritize, and plan your own work.

Multitask, i.e., change work focus or respond to change of conditions and interruptions in workflow.

Learn new systems and procedures.

Essential Duties and Responsibilities:

Administrative

  • Create and prepare correspondence and reports as needed, including business letters, notes, memos, emails, spreadsheets.
  • Conceive and create forms and documents as necessary.
  • Create and maintain necessary databases and electronic and paper files.
  • Know and support of The Salvation Army’s Handbook for Employees and policies and procedures.
  • Perform data entry and data file maintenance using database and information systems provided by The Salvation Army.
  • Manage the Pitney Bowes mail machine, keeping software up to date, keep sufficient funds to cover postage, and serve as contact with Pitney Bowes.

Privacy Coordinator (HIPAA)

  • Assist units with developing and implementing privacy policies and procedures and complying with Salvation Army policies and governmental rules and regulations.
  • Assist units with training staff in privacy issues and practices. This can be combined with any training session.
  • Periodically review unit privacy policies and procedures.
  • Keep units informed of current privacy forms and practices.
  • Lead or assist as necessary with investigation and follow through with complaints.
  • Point person for social media issues regarding employment practices.

Affirmative Action Plans/Equal Employment Opportunity (AAP/EEO)

As needed, assist the Divisional Human Resources Director with fulfilling all aspects of Affirmative Action Plan (AAP) compliance requirements. Includes the following:

  • Communicate information about the AAP/EEO internally and externally, providing information about the terms of the AAPs and compliance efforts.
  • Recruitment, including promoting of the Army’s open jobs by contacts at organizations and sources representing AAP target groups, attending/hosting job fairs and career days, any additional positive step to reach target communities.
  • Train managers and supervisors to ensure policy is understood and followed in all personnel actions from recruitment through end of employment.
  • Track compliance by monitoring and reviewing recruitment and selection practices, equal opportunity for participation in company sponsored programs and training, and in job promotion and advancement.
  • Documentation – create, review, revise, and archive for quick retrieval documentation demonstrating the Army’s compliance efforts.
  • Review and evaluate the degree to which compliance efforts are carried out.
  • Report to management results of audits, progress, and areas for improvement.
  • Confirm, at least annually, with field units that each has posted the following in conspicuous places which are available to employees and applicants:
  • “EEO is the Law” poster.
  • Pay Transparency Nondiscrimination Provision for employees/applicants.
  • Affirmative Action Policy.

Work with Divisional Headquarters departments to:

  • Include an OFCCP approved Equal Opportunity statement in contracts, subcontracts, purchase orders, and vendor agreements.
  • Send written notification of company affirmative action policy to all subcontractors, including subcontracting vendors, requesting appropriate action on their part.

Christmas

  • Provide HR/Payroll training to units, including the use of The Salvation Army’s seasonal employee database as it interfaces with the HRIS and payroll system.
  • Create, update, and present training material.
  • Create Christmas HR hiring schedule in conjunction with Payroll Department.
  • Document handling and processing
  • Assist corps with developing informational meetings.
  • Process background checks and adverse actions.
  • Process E-Verify and tentative non-confirmation (TNC) with units.
  • Follow up on document issues with units.
  • Review requests for termination of seasonal employees.

Personnel Actions

Under the direction of the Human Resources Director assist with personnel actions including applicant recruitment through the end of employment. This includes procedures involving recruiting and screening, hiring and onboarding, workplace safety and injury/illness reporting, evaluating and discipline, job change and promotion, termination and unemployment.

Efficiently use The Salvation Army Meeting Manager (TSAMM), Ultimate Kronos Group (UKG) Recruiting Gateway, UKG Pro (HRIS/Payroll), Ultimate Time and Attendance (UTA).

Electronic Verification of Eligibility for Employment (E-Verify)

Under the direction of the Human Resources Director lead the division’s E-Verify compliance

  • Run E-Verify checks.
  • Participate in Department of Homeland Security (DHS) E-Verify trainings.
  • Update HR and the field with changes in the federal government’s changes.
  • . Assist the units with problem-solving E-Verify issues.

Background checks (non-Protecting the Mission) of employees and volunteers

Under the direction of the Human Resources Director, lead the division’s background check policy compliance.

  • Run background checks.
  • Process and communicate adverse actions.
  • Generate invoices for the Finance Department.
  • Serve as the primary contact for Cascade DHQ account with The Salvation Army’s Third-Party Administrator to resolve technical issues with system.

Safety and Health

Assist with the communication and implementation of the following Salvation Army policies and procedures:

  • Acts or threats of violence.
  • Substance abuse control policy and procedure.
  • The Salvation Army Injury and Illness Prevention Program (IIPP).
  • Web-based safety training (Otis).

Training, Roundtables, Informational Session

Assist with, or lead as directed, planning, preparing, and presenting training and informational sessions and workshops covering The Salvation Army Western Territory and Cascade Divisions employment policies and practices, and employee/employer civil and legal rights and obligations.

Miscellaneous

  • Drive to perform duties such as make presentations, participate in interviews, and assist in personnel employment actions.
  • Switchboard relief when called upon.
  • Assist with special Human Resources Department projects and requests for information as requested.
  • Regular and punctual attendance required.
  • Other duties as assigned.

Physical Requirements:

May walk or stand on varied surfaces. May require work outdoors in all types of weather conditions. Stooping, kneeling, bending, stretching, standing, walking, manual dexterity, hand-eye coordination, driving a vehicle, pushing, pulling, lifting and carrying up to 40 pounds unassisted.

Requires long periods of sitting at a desk using a personal computer and telephone. While performing the duties of this job, the employee is regularly required to sit; use hands to finger, hand, or feel objects, tools, or controls; to talk or hear; reach with hands and arms. Specific vision abilities required by this job include close vision and distance vision.

Must be able to drive an automobile or mini-van and have an acceptable driving record and a valid driver’s license. MVR and criminal background report will be obtained. Conviction of a crime will not automatically preclude appointment. The circumstances involved in the conviction will be considered.

Working Conditions:

Requires flexibility in work schedule, including some weekends and evenings, depending on the needs and demands of the Human Resources Department. Time off between November 1 and Thanksgiving is limited, and from Thanksgiving to Christmas is not usually available.

This position has access to confidential and private information. It is essential that confidentiality and privacy be observed.

Must be able to comprehend assignments and/or ask for additional information or clarification until the assignment is understood. Organizes projects, sets priorities, calculates, catalogues, inspects, analyzes, plans, comprehends, and cooperates with others, etc. Works on multiple projects under time constraints and deadlines.

Occasionally travels overnight and out of state. Must be able to travel by airplane.

Work with minimum supervision and work involves a high degree of independence. May be required to make independent decisions that may involve unique or unusual situations and/or complex issues and dealing with demanding requests and/or timelines.

With supervisor’s approval, establish a standard workweek taking into consideration the essential duties of the position, the mission of the Human Resources Department and of the Salvation Army.
