General Responsibilities
Howard Community College is looking for an employment generalist to support the functions of the employment services department. The employment generalist will support HCC’s employment manager in ensuring an exceptional candidate experience throughout the entirety of the recruiting, hiring, and on-boarding process. In this role, you will develop and post job descriptions, serve as the primary point of contact to both internal & external applicants, and manage the timely processing of hiring paperwork for both new and existing employee. You will additionally serve as a key subject matter expert on the college’s Applicant Tracking System (ATS) and make recommendations for improvements or changes.

Work Performed
  • Processes all hiring paperwork for new and existing employees, which includes verification of the I-9 form, processing tax forms, and confidential data sheet.
  • Enters all new employee information in Colleague in a timely matter to ensure access to myHCC and other HCC accounts can be activated. This information includes but is not limited to address, SSN, birth date, citizenship, ethnic code, phone number(s), e-mail address(es), emergency contact, educational information, voluntary veterans’ status and voluntary disability self- identification forms.
  • Facilitates background checks, as requested for hourly/temp employees.
  • Creates new hire letters for president’s signature, tracks transmittal of letters for signature, mails letters out, scans copies to personnel files
  • Manages the Hire a Temporary Employee mailbox and employment process for hourly/temporary employees including new hires, wage and cost center changes. Processes information submitted for each employee change. Communicates with area vice presidents, supervisors and employees throughout the entire process.
  • Manages the Hourly/Temp Query mailbox and responds to inquiries within 24 hours.
  • Responsible for obtaining transcripts for new employees within 30 days of hire in a position that requires a degree.
  • Responsible for determining eligible hourly/temporary employees for merit increases.
  • Assists in the management of the JobBank mailbox which receives unsolicited resumes and inquiries, in the absence of the Employment Manager.
  • Notifies Information Technology to remove hourly/temporary employees from email and voicemail systems when separated from employment.
  • Processes employment verification requests within 24 hour after receipt.
  • Prepares new employee personnel file documents and scans these documents using the ImageNow system.
  • Maintains filing for existing employees both in paper and in ImageNow.
  • Attends and participates in departmental staff and unit meetings.
  • Fills in for human resources receptionist in their absence.
  • Performs other duties as assigned.

KNOWLEDGE REQUIRED
Associate degree and 3 years office experience preferably in Human Resources office or equivalent in education and experience.
Considerable skill in work coordination and management.
Proven facility in data entry and database maintenance.
Extensive knowledge of Microsoft Office programs, Microsoft Outlook, and Internet.
Requires excellent oral and written communication skills, strong organizational skills and superior interpersonal skills.

  • Ability to work effectively with diverse segments of internal and external college constituencies.
  • Ability to meet strict deadlines and handle multiple tasks in a fast-paced environment.
  • Ability to maintain strict confidentiality and adhere to the Office of Human Resources code of ethics and confidentiality.
  • Ability to learn new software quickly.
  • Ability to learn and apply office procedures.
  • Ability to use own initiative to locate and resolve problems.
  • Ability to operate routine office equipment such as a microcomputer, typewriter, photocopier, telephone, fax, shredder and other office equipment.
  • Regular attendance is a requirement of this job.
  • Performs all duties while considering the impact of any actions on the college’s sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity.

As a participating member of the Maryland Retirement and Pension System, HCC offers two retirement options: The Pension, which requires a 7% employee contribution and The ORP, a 403(b) with a 7.25% employer contribution only. Employees in positions that do not require a bachelor’s degree must participate in The Pension. Employees that possess a bachelor’s degree and hold professional positions that require a bachelor’s degree may choose to participate in either The Pension or The ORP.
